As stated in the bi-national agreement, the two governments, “desiring to promote further mutual understanding between the peoples of the Republic of Korea and the United States of America," established the Korean-American Educational Commission to administer a program of "educational and cultural exchanges." This purpose of seeking "to increase mutual understanding between the people of the United States and the people of other countries by means of educational and cultural exchange" is the foundation of the Fulbright Program worldwide, and underlies all the projects, programs, grants and non-grant educational activities of KAEC.

The Fulbright and English Teaching Team at Fulbright Korea is responsible for promoting educational and cultural exchanges by placing highly motivated English Teaching Assistants (ETAs) in schools across South Korea.
