Kim Owens

Kim Owens has over 20 years of experience in Human Resources, beginning with their role as Cryptologic Technician in the U.S. Navy from 2001-2008. Kim then moved to High Sierra Energy L.P. where they held the roles of HR Specialist, HR Administrator, and Receptionist from 2008-2015. In 2015, Kim began working at NGL Energy Partners LP as an HR Business Partner, managing HR and recruiting practice for 240 employees across 4 unique lines of business. Kim held this role until 2017, when they returned to Garfield County Libraries as Human Resources Manager. In 2021, Kim was promoted to Human Resources Director at Garfield County Libraries and also began working as an HR Manager at Plum Companies LLC.

Kim Owens earned their Associate's degree from Colorado Northwestern Community College in 2000, majoring in General Studies. Kim then attended the University of Northern Colorado, graduating with a B.A. in Communication and Media Studies in 2007.
