Jay Phipps

Jay Phipps, DBA, currently serves as the Senior Director Analyst for National Defense and Security at Gartner, a position held since March 2025. Prior to this role, Jay Phipps was the Chief of Operations at the Defense Intelligence Agency from June 2004 until March 2025, and has held various positions within the US Air Force from January 1984 to August 2004. Additional experience includes serving as an Inspector/Linguist at OSIA from February 1996 to July 2000. Educational qualifications for Jay Phipps include a Doctor of Business Administration in Organizational Leadership from Liberty University (2017-2021), a Master of Science in National Resource Strategy from the Dwight D. Eisenhower School for National Security and Resource Strategy (2015-2016), an MBA in Organizational Leadership from Liberty University (2012-2014), and a Certificate in Russian Language from the Defense Language Institute Foreign Language Center.
