David Kinder CBE has extensive experience in public sector policy and finance. David served as the Director of Development Finance at Gavi, the Vaccine Alliance starting in 2021. Prior to their role at Gavi, they were the UK Alternate Executive Director to the Board of the World Bank from 2016 to 2021. In this role, they oversaw the Bank's global development program and played a key role in shaping the Bank's response to significant international events.

Before their work at the World Bank, Kinder held various positions at HM Treasury, including Deputy Director of Workforce, Pay and Pensions, from 2014 to 2016. In this role, they were responsible for the UK government's policy on public sector pay and pensions. David also served as Deputy Director of Financial Regulations and Market Services at HM Treasury in 2013 and Deputy Director of Tax Administration, Spending and Reform in the same year.

Prior to their roles at HM Treasury, Kinder worked as Deputy Director of Contingency Planning, Economic and Domestic Affairs Secretariat, Cabinet Office, and Head of IMF Policy at HM Treasury from 2011 to 2012. David also held the position of Head of Global Carbon Market Policy at the Department of Energy and Climate Change from 2009 to 2011.

Earlier in their career, Kinder served as a Delivery Adviser at the Prime Minister's Delivery Unit and as Branch Head of the European Economic Reform Team at HM Treasury.

Overall, David Kinder CBE has a wealth of experience in public sector finance and policy, with a strong background in international development and crisis management.

David Kinder CBE completed a Bachelor of Arts (BA) degree in French and German Language and Literature from the University of Leeds, spanning from 1998 to 2002. David then pursued a Master of Arts (M.A.) specializing in European Policy at the Université de Marne la Vallée, from the years 2002 to 2003.
