Jack Madden

Since joining GDS in 1988, Jack has been extensively involved in cooperative and municipal power supply planning matters, including planning, analysis and contracting. He has largely led GDS’ efforts in the preparation, issuance, and evaluation of RFPs for power supply services for all types of power supply requirements. This has included the preparation and issuance of many RFPs as well as the evaluation of responses, contract negotiations with the successful respondents, and the acquisition of transmission and ancillary services agreements required to implement the new arrangements. These arrangements have included full and partial requirements purchases, unit power purchases, purchasing an ownership share in existing coal generation and the construction of new gas-fired combined-cycle generation. Jack has been responsible for the filing and subsequent approval by FERC of an initial wholesale rate by a G&T cooperative and has provided technical support and expert testimony in regard to wholesale rate cases. In addition, Jack has been responsible for contract negotiation and commercial oversight for several generating plants, including a combined-cycle generating plant jointly-developed by a G&T cooperative and an IPP affiliated with a major investor-owned utility, as well as natural gas-fired peaking, coal-fired, and hydroelectric plants. Additionally, Jack has lead in performing economic analyses of long- and short-range power supply alternatives, operations budgeting, utility financing, financial forecasting, and fuel supply analyses.
