James (Jim) R. Dougan, ME, PE, is a seasoned Senior Civil Structural Engineer currently employed at GEM Technologies, Inc., providing staff augmentation to Y-12 Mission Engineering since July 2021. With extensive experience in structural engineering dating back to 1989, Jim has held prominent positions in various organizations, including senior roles at EXP, Lisega, Inc. USA, and Lauren Engineers & Constructors. Jim's expertise encompasses structural design for power plant facilities, steel structures, and specialty mechanical equipment. Jim holds a Master’s and Bachelor’s degree in Civil Engineering from the University of Tennessee, Knoxville, and began education in Civil Engineering at the University of Tennessee at Martin.
