Kimberly Carter

Division Director, Community Finance Division at Georgia Department of Community Affairs

Kimberly Carter, EDFP has extensive work experience in the field of community development and finance. Kimberly started their career at the Georgia Department of Community Affairs in 1996 as the Georgia Main Street Program Manager. Kimberly held this role for 15 years, until 2011.

In 2012, Kimberly returned to the Georgia Department of Community Affairs and took on several roles, including Region 3 Team Georgia Manager, Downtown Development Revolving Loan Fund Program Manager, and OneGeorgia Equity Program Manager. Kimberly then became the Director of the Office of State Economic Development from 2016 to 2018.

Since 2018, Kimberly has served as the Community Development Director, overseeing program implementation, compliance, grants management services, and finance services for the Division. Kimberly is responsible for managing a portfolio of over 550 local government grants in cooperation with other offices in the Division.

In 2021, Kimberly was promoted to Division Director of the Community Finance Division at the Georgia Department of Community Affairs. Kimberly currently holds this position, where they lead the division in matters of community finance and ensures the successful implementation of various programs and initiatives.

Kimberly Carter, EDFP, obtained a Bachelor of Business Administration (BBA) degree in Management Information Systems from the University of Georgia - Terry College of Business in the period between 1988 and 1992. In 2013, they also earned certification as an EDFP from the National Development Council.
