In 2010, Arnita worked as a Human Resources Consultant/Recruiter for the GACE Conference. Educationally, Arnita earned a B.S. in Business Administration from Georgia State University's J. Mack Robinson College of Business, with prior education at Louisville High from 1987 to 1991.

The Georgia Department of Human Services (DHS) formed in July 2009 as part of the reorganization of the former Georgia Department of Human Resources, which had served Georgia since 1972. DHS delivers a wide range of human services designed to promote self-sufficiency, safety, and well-being for all Georgians. The department is one of the largest agencies in state government with an annual budget of $1.8 billion in fiscal year 2017 and nearly 9,000 employees. DHS is comprised of three divisions and 11 offices, including the Division of Aging Services, the Division of Child Support Services, and the Division of Family & Children Services.
