Dr. Colin Birchenall is an accomplished technology leader with extensive experience in digital transformation and smart city initiatives. Currently serving as Chief Technology Officer at the Digital Office for Scottish Local Government since September 2016, Dr. Birchenall plays a pivotal role in implementing Scotland’s Digital Strategy and chaired the development of the Health and Care Data Strategy. In addition, Dr. Birchenall is a part-time Chief Digital Officer at Glasgow City Council, accountable for the Digital Glasgow Strategy (2024-2030). Previous roles include senior consulting positions at Serco where Dr. Birchenall focused on smart cities and enterprise architecture, and significant contributions at BT in software engineering, data architecture, and IT solutions. Educational accomplishments include a PhD, MSc, and BEng (Hons) from The Manchester Metropolitan University, specializing in optical access network reliability analysis and optoelectronic engineering.
