Larry McNeill Ace, Asc

Larry McNeill has a diverse and extensive work experience in various industries.

Starting in 1988, they completed rotational assignments in strategic development, operations, and marketing within Chevron's corporate headquarters.

In 1993, they worked as a Strategy & Operations Analyst at Deloitte, providing professional services analysis and planning to Fortune 200 companies.

From 1996 to 2012, Larry held multiple roles at Lockheed Martin, including Program Management in missile defense, cyber security, and combat support operations. Larry also served as Sr. Program Manager, Sr. Organization Manager, and Site Manager during this time.

In 2012, Larry joined L3Harris Technologies as a Program Management Executive in the Aerospace Systems Division, responsible for the P&L, strategic development, and growth of a $266MM portfolio of global aviation MRO/CLS & international security programs.

From 2018 to 2020, Larry worked as the Vice President of Aviation & Government Security Programs at a private company, where they led a division of 1,500 security officers protecting airports and critical national transportation infrastructures. Larry was also a Senior Advisor to the CEO, tasked with turning around an underperforming and unprofitable aviation security business division.

Most recently, Larry joined Global Elite Group, A Securitas Company in 2020 as the Vice President of Strategy & Business Development. Larry led the expansion into a new TSA-regulated, high-stakes, aviation security market and achieved impressive results, including the award and negotiation of over $78MM in new business, increased revenue by approximately 55%, and the entrance into a new TSA-regulated, adjacent market. Larry also successfully won five new strategic aviation security contracts and achieved rapid growth despite challenges faced by the aviation industry during the pandemic.

Larry McNeill has a diverse educational background encompassing various fields of study. Larry completed an Executive Education Program in Executive Management Strategies & Practices (MSP) at Carnegie Mellon University's Tepper School of Business in 2011. Additionally, Larry pursued a Bachelor's degree at Evangel University, where they majored in Telecommunications and Spanish.

In terms of certifications, Larry holds an Accredited Insider Threat Program Manager certification from the Defense Counterintelligence and Security Agency (DCSA). Larry is also certified as an Airport Certified Employee - Security (ACE) and an Airport Security Coordinator (ASC) by the American Association of Airport Executives (AAAE). Furthermore, Larry has obtained certifications such as Ballistic Missile Defense System (BMDS) Staff Officer from the Missile Defense Agency and CMD CCIC2S Test Manager - Combatant Commanders Integrated Command & Control System (CCIC2S) Combined Task Force (CTF) Test Manager for Cheyenne Mountain Directorate (CMD) from the Air Force Operational Test and Evaluation Center.

Additionally, Larry possesses the Certified Ground-based Midcourse Defense (GMD) Analyst certification from the Missile Defense Agency. Larry has also acquired certifications related to mission essential national security solutions and continual improvements in compliance with Capability Maturity Model Integration (CMMI) Level 5 certification from Carnegie Mellon University. Larry is a GMD Trainer for GMD Fire Control & Communications (GFC/C) GMD Standalone Trainer certified by the Missile Defense Agency.

Lastly, Larry McNeill has certifications related to performing aviation services in compliance with AS9100 (International Quality Management System standard for Aviation, Space, and Defense Industry) from SAE International and in compliance with ISO 9001:2015 (Quality Management System standard) from the International Organization for Standardization (ISO).
