Paolo Roberto Domondon

Paolo leads Global Fishing Watch’s transparency program, collaborating with governments and agencies around the world to advance ocean governance through increased transparency of fishing and other human activity at sea.

Prior to joining Global Fishing Watch, Paolo was the senior director of policy and partnerships at the leading behavior change organization Rare, where he focused on its coastal fisheries program. Before joining Rare, Paolo was the general manager with the Gawad Kalinga Community Development Foundation in Singapore. Throughout his career, Paolo has worked for environmental and social justice issues, including themes around tenure and rights, good governance, sustainable oceans and fisheries, and climate. He has worked with and supported hundreds of local communities, governments across all levels, and partners in advancing various developmental agenda and building the enabling environment for scale and sustainability.

Born and raised in the Philippines, Paolo spent the early days of his career working with rural and coastal communities, indigenous groups, informal settlers and those from conflict areas in the country and in Southeast Asia. The experiences helped shape his perspective and deepen his approach in addressing some of the long-standing issues that many communities face. Paolo holds a master’s degree in public administration from the Lee Kuan Yew School of Public Policy-National University of Singapore and a bachelor of science in psychology from the De La Salle University in Manila, Philippines.
