David Tovar

David Tovar has held various roles in the public and healthcare sectors, including working as a Senior Policy Analyst and Incentive Strategy Manager at Gold Coast Health Plan. Prior to that, David was the Principal Owner of Tovar Consulting and served in program administration roles at Ventura County Health Care Agency and the California State Assembly. Tovar also gained experience as a Field Representative and Technical Specialist before completing their Master's in Public Administration at California State University, Northridge. David holds a Bachelor's in Political Science from Metropolitan State University of Denver.
