Phillip Carter

Phillip Carter has extensive experience in law and policy, holding positions in various organizations across public and private sectors. Notable roles include serving as COO and General Counsel at Caerus Associates, Senior Policy Researcher at the RAND Corporation, and Corporate Counsel at Salesforce and Google. Phillip Carter’s military background includes service as a Captain in the United States Army, complemented by a role as Deputy Assistant Secretary of Defense focused on detainee policy. Additionally, Phillip Carter has contributed to political efforts as National Veterans Director for Obama for America and as an Agency Review Team Member for the Biden-Harris Transition Team. Academic involvement includes a position as Adjunct Professor of Law at Georgetown University Law Center and previous work as a Senior Fellow and General Counsel at the Center for a New American Security.
