Shayne Kavanagh

Shayne Kavanagh is a seasoned professional in public finance and administration with extensive experience since November 2001 as a Senior Manager - Research at the Government Finance Officers Association (GFOA), where responsibilities include managing the research agenda, writing publications, and providing consulting assistance to local governments. Additionally, since September 2022, Shayne serves as an Academy Fellow at the National Academy of Public Administration, joining a distinguished group of public service leaders. As an Advisory Board Member for the University of Chicago's Center for Municipal Finance since September 2021 and Chair of Local Government Applications at ProbabilityManagement.org since 2018, Shayne contributes expertise on decision-making under uncertainty. Previous experience includes serving as Assistant Village Administrator for the Village of Palos Park from June 1999 to November 2001, overseeing finance operations. Shayne holds a Master of Public Administration with a focus on Urban Management and a Bachelor's degree in Political Science and Economics from Northern Illinois University.
