Mr. Phillips is a Managing Director and the Chief Operating and Growth Officer. Mr. Phillips works with Grain’s executive leadership team to manage many of the firm’s day-to-day operations as well as develop the systems and infrastructure needed to scale the business and expand the firm’s investment impact in order to better serve investors.

Prior to joining Grain Management, Mr. Phillips served as a Counselor to the Secretary of the U.S. Department of the Treasury where he fulfilled the duties of the Under Secretary for Domestic Finance. At Treasury, under the leadership of Secretary Mnuchin, he led the Department’s efforts on financial institution and capital markets policy, fiscal operations, government asset, and liability management, and general economic policy.

He previously served as a Managing Director of BlackRock and was a member of its Operating Committee. He founded the Firm’s Financial Market Advisory Group, a global risk consulting practice that advises regulators, central banks, financial institutions, and other institutional investors on their most critical complex financial and portfolio issues. Mr. Phillips also led the Client Solutions Group which developed customized investment solutions for a wide range of the firm’s clients.

Mr. Phillips served as a Managing Director of Morgan Stanley where he oversaw the firm’s global securitized products group. Prior to that, he served as a Managing Director of Credit Suisse First Boston.
