Bayram Özçeli̇k graduated from Burdur Imam Hatip High School in 1985. He completed Gazi University Faculty of Dentistry in 1990. He worked as a Freelance Dentist in his Private Practice in 1991. He became the Burdur Representative of Antalya and Isparta Chamber of Dentists. He was a Board Member of the Burdur Spor Football Team. He was appointed as the Founding Provincial President of Burdur by the AK PARTY Headquarters, which was established on August 14, 2001.

In the 22nd and 23rd Term of the Grand National Assembly of Turkey, in the 1st Legislative Year Health, Family, Labor and Social Affairs Commission, in the 23rd Term Foundations Research Commission and Salt Lake Research Commissions. served. He also served as one of the 5 members of the Asian Parliamentary Assembly (APA) in the Foreign Relations Committee of the Grand National Assembly of Turkey in the 23rd Term. In 2013, he served in the "Central Decision Board of Directors" (MKYK) of the Ak Party Headquarters.
