Parhez Sattar has a diverse work experience spanning over several years. Parhez started their career at Grande Ronde Hospital in 1994 as an HP-UX Administrator, where they managed the main Hospital Information System infrastructure and transitioned the organization from dumb-terminals to personal desktop computers. In 1996, they moved to the Center for Human Development as a Technology Services Manager. Parhez returned to Grande Ronde Hospital in 2002 and held various roles including Systems Engineer, Senior Director Information Services, and ultimately Chief Information Officer.

Parhez Sattar holds a Master of Business Administration (MBA) degree with a focus on Information Technology Management from Western Governors University. Prior to that, Parhez earned a Bachelor of Business Administration (BBA) degree in Leadership, Organization, and Management from Eastern Oregon University. Parhez also has several certifications including Certified Digital Health Executive from CHIME, Certified Healthcare Information Security Leader (CHISL) from CHIME, Certified Healthcare CIO (CHCIO) from CHIME, Six Sigma Yellow Belt Certification from Northwest Center for Performance Excellence (NWCPE), Microsoft Certified Systems Engineer from Microsoft, and Citrix Certified Administrator from Citrix.
