Stephen Bowen

Stephen Bowen currently serves as the executive director of the Hoover Education Success Initiative, a project of the Hoover Institution at Stanford University.

Steve came to Hoover from the Council of Chief State School Officers, which he joined after serving as the Maine commissioner of education. Prior to his role as commissioner, he served as a senior policy adviser for Governor Paul LePage, joining the administration from his position as education policy director at the Maine Heritage Policy Center. He served two terms in the Maine House of Representatives, and began his career as a middle and high school social studies teacher.

Stephen has served on the GSP Board since 2024.
