Green River Area Development District
Jessie Howard is an experienced professional with a diverse background in public administration and local government analysis. Currently serving as a Special Projects Coordinator and previously holding the positions of Public Administration Specialist and Local Government Analyst at the Green River Area Development District since February 2019, Jessie has developed expertise in managing community-focused initiatives. Before this role, Jessie worked as an Adoptions Counselor at the Kentucky Humane Society for a brief period in late 2018 and gained foundational experience as a Library Clerk at the Daviess County Public Library between June 2014 and July 2018. Jessie holds a Local Government Administration Certificate from Western Kentucky University, where studies were completed from August 2020 to May 2022, and earned a Bachelor of Science in History from Kentucky Wesleyan College, graduating in April 2018.

The Green River Area Development District (GRADD) is a regional planning agency and council of governments serving the communities of Daviess, Hancock, Henderson, McLean, Ohio, Union, and Webster counties. GRADD offers assistance in the fields of aging, health, and social services; community and economic development; transportation planning; and workforce development. Our mission is to afford local governments and citizens a regional forum to identify issues and opportunities, and to provide leadership in planning and implementing programs to improve the quality of life in our district. 300 GRADD Way, Owensboro, KY 42301
