Guadalupe-Blanco River Authority
Ryan Stangel, PE, PMP, currently serves as a Project Engineer II at the Guadalupe-Blanco River Authority since March 2025. Prior to this role, Ryan was a Project Engineer at HMT Engineering & Surveying from September 2020 to February 2025. Ryan's extensive experience at Apache Corporation spanned from June 2013 to March 2020, with roles including Completions Engineer and Development Engineer, where responsibilities involved overseeing project execution in the Delaware Basin and contributing to various engineering functions across multiple basins. Earlier internships at Apache in 2011 and 2012 provided foundational knowledge in oil field operations and reservoir engineering. Ryan holds a degree in Petroleum Engineering from The University of Texas at Austin, earned in 2013.

Guadalupe-Blanco River Authority
GBRA provides stewardship for the water resources in its ten-county statutory district, which begins near the headwaters of the Guadalupe and Blanco Rivers, ends at San Antonio Bay, and includes Kendall, Comal, Hays, Caldwell, Guadalupe, Gonzales, DeWitt, Victoria, Calhoun and Refugio counties. Planning and resource development efforts are carefully coordinated within the broader consideration of regional and statewide water needs in order to fulfill GBRA's primary responsibilities of developing, conserving and protecting the water resources of the Guadalupe River Basin.
