Ines Kutlesa has extensive work experience in various roles in the mental health and social services field. Ines began their career as the Chief Executive Officer at Guardian Angel Community Services in 1999. In 2001, they joined the Illinois Department of Children and Family Services as a Child Welfare Specialist. In the same year, they also started working at the Illinois Department of Financial and Professional Regulation as a Licensed Clinical Professional Counselor and Licensed Practitioner of the Healing Arts.
Ines Kutlesa holds a Master of Arts (MA) in Clinical Psychology from Eastern Illinois University and a Bachelor of Arts (B.A.) in Psychology, also from Eastern Illinois University. In addition, Ines has obtained various certifications, including Certified Clinical Trauma Professional from Evergreen Certifications in 2020 and a Certificate of Excellence in Nonprofit Leadership and Management from Michigan State University in 2009. Other certifications include being a Child Welfare Specialist and a Licensed Clinical Professional Counselor, both obtained in 2001. Ines also has training in areas such as Sexual Assault, Domestic Violence, and the DCFS Child Care Act.

GACS is a member of the United Way. It is the mission of Guardian Angel Community Services to empower people to improve the quality of their lives. Guardian Angel Community Services (formerly, Guardian Angel Home), was founded in Joliet, Illinois in 1897 as an orphanage, run by the Sisters of Saint Francis of Mary Immaculate, to care for dependent and neglected children. In 1973, Guardian Angel Community Services became a licensed, child welfare agency and began focusing its efforts on addressing the increasingly complex problems of children and families. In August 2005, the Agency officially changed the name to reflect the wide array of services provided to the community. Guardian Angel Community Services expanded in the mid 1990’s to include an office in Morris, Illinois, which offers counseling, and medical and legal advocacy services to victims of domestic and sexual violence. The Agency is accredited by the Council on Accreditation and in January of 2012, Guardian Angel Community Services’ accreditation was renewed. The congratulatory letter from the Council noted, “COA’s program of quality improvement is designed to identify providers that have set high performance standards for themselves and have made a commitment to their constituents to deliver the very best quality services.
