Ray Elwell

Ray Elwell is a seasoned finance professional with extensive experience in strategic planning and analytics. Currently serving as a Director at Guidehouse since June 2022, Ray specializes in helping clients address complex challenges through innovative solutions and is involved in the deployment of Workday applications. Previous roles include Government Planning and Analytics Lead and Market Advisory Program Manager at Workday, as well as Deputy Chief Financial Officer for the City of Orlando. Ray’s career began as a Certified Public Accountant at Isaac and Isaac, CPA's, followed by an Assistant Budget Officer position in Anne Arundel County, MD. Ray holds a Master of Public Administration in Budget and Finance from the University of Baltimore and a Bachelor of Business Administration in Accounting from Loyola University Maryland.
