John Hageman

Deputy Director of Recovery at Hagerty Consulting

Mr. John H. Hageman, Deputy Director of Recovery, has over a decade of strategy, finance, and management experience in the public and private sectors with a focus on turnaround and organizational growth. Having held executive-level roles on the two largest municipal financial crises in United States (US) history, John’s career has been dedicated to working with public sector entities during fiscal and economic distress with an emphasis on financial and operational reform and capacity-building.

At Hagerty, John is responsible for business strategy, business development, and client delivery for the Federal Funds Management (FFM) practice area, working with public sector entities to identify, secure, and manage federal funds. Through assisting clients manage over $14 billion in federal funds, John helps communities recover from the fiscal and economic impact of COVID-19 while also investing in infrastructure, resilience, and other long-term initiatives that drive growth.

An effective change agent, John applies his skills in restructuring, public administration, and financial management to help organizations grow and succeed. Prior to joining Hagerty, he served as Chief of Staff for the City of Detroit Office of the Chief Financial Officer (OCFO), where he led the City’s post-bankruptcy financial recovery. His work was instrumental in moving Detroit out of active State oversight, improving its credit rating, and helping it regain access to the capital markets on its own credit. John also advised the Financial Oversight and Management Board for Puerto Rico (FOMB), working with the FOMB to improve the Commonwealth’s financial management capacity and capabilities.

John graduated with a Bachelor of Arts in Sociology and Environmental Stewardship from Indiana University. He holds a Professional Certificate in Municipal Finance from the University of Chicago.
