Bill Harris

Bill Harris is a seasoned professional in the fields of national security and cyber privacy, currently serving as a Partner at Halo Privacy since April 2016, where expertise in tier 1 cyber privacy is delivered through innovative technology and established practices. As Managing Principal at J. Cobalt Group, LLC since September 2015, Bill Harris provides consulting services domestically and internationally in the national security sector. Prior experience includes directing North American operations at Central Asia Development Group (CADG) from February 2011 to August 2015, focusing on government and private sector relationships across various divisions, and serving as US Senior Civilian in Kandahar Province at the US Embassy in Kabul from November 2009 to February 2011. Bill Harris is also a retired Career Member of the Senior Foreign Service with the U.S. Department of State, where tenure lasted from 1979 to 2004. Academically, Bill Harris holds a Master’s Degree in Political Science and Government from the University of Colorado Boulder and a Bachelor’s Degree in Foreign Service from Georgetown University.
