Jim Noel

Jim Noel has extensive experience in economic development, currently serving as the Economic Development Director for York County VA Economic Development since November 1993. In this role, Jim Noel leads initiatives aimed at attracting strategic investment and creating jobs, with a focus on enhancing the entrepreneurial ecosystem and supporting existing businesses. Prior to this position, Jim Noel worked as a Business Development Manager for the City of Portsmouth from 1979 to 1993. Jim Noel holds a Master of Public Administration from Strome College of Business and a Bachelor of Arts in Urban Studies/Affairs from Shippensburg University of Pennsylvania.
