Jeff Scarano has a diverse work experience spanning over two decades. Jeff began their career in 2000 as a Senior Engineer at Brown and Caldwell. After working there for seven years, they joined the City of Lynchburg, VA as a CSO Program Manager. In 2011, they returned to Brown and Caldwell as a Supervising Engineer before transitioning to the State of New Mexico Environment Department in 2013, where they served as the Monitoring, Assessment and Standards Manager in the Surface Water Quality Bureau. Following their tenure there, they rejoined Brown and Caldwell as an Engineer. In 2017, they joined HRSD, initially working as an Interceptor Engineer and currently holds the role of Chief of Design and Construction for Special Projects. Jeff Scarano's experience encompasses various engineering positions and managerial roles, highlighting their expertise in design, construction, monitoring, assessment, and standards within the environmental and water quality sectors.

Jeff Scarano earned a Master of Business Administration (MBA) degree from the William & Mary – Raymond A. Mason School of Business, where they studied from 2023 to 2025. Prior to that, they obtained a Master of Science (MS) degree in Environmental Engineering from the University of California, Davis, from 1998 to 2000. Jeff completed their undergraduate education at Duke University from 1994 to 1998, graduating with a Bachelor of Science (BS) degree in Civil Engineering.
