Jeffrey Sparks is an accomplished water engineering professional with extensive experience in wastewater treatment and utility management. Currently serving as the Director of Digital Water at HRSD since July 2017, Jeffrey has excelled in operating pilot projects and improving process control systems. Previous roles include Assistant Division Director at Henrico County's Water Reclamation Facility and Small Communities Systems Manager at HRSD, focusing on plant operations and infrastructure management. Additionally, Jeffrey began their career as a Project Engineer at Arcadis, specializing in wastewater treatment design and project management. Academically, Jeffrey is pursuing a PhD in Water Engineering at Université Laval, holding a Master's degree in Environmental Engineering from Virginia Tech and a Bachelor's degree in Civil Engineering from the Virginia Military Institute.

Welcome. Since HRSD's inception, there has been one overriding mission -- to protect public health and the waters of Hampton Roads by treating wastewater effectively. HRSD returns treated effluent to nature in a way that will continue to nurture our water's delicate ecosystems. HRSD's workforce of scientists, engineers, water quality professionals and other staff know they must be sensitive to the needs of people and also be sensitive to the plants and animals who rely on our ability to protect their habitats.
