Julie Casper is an experienced professional with over a decade of administrative expertise in engineering and office coordination. Currently serving as the Engineering Administrative Coordinator at HRSD since October 2012 and as the Office Coordinator at the City of Chesapeake Development and Permits since November 2010, Julie has developed a strong skill set in management and computer support. Julie holds an Associate of Applied Science degree in Management with a specialization in Computer Support from Paul D. Camp Community College, completed between 2010 and 2013.

Welcome. Since HRSD's inception, there has been one overriding mission -- to protect public health and the waters of Hampton Roads by treating wastewater effectively. HRSD returns treated effluent to nature in a way that will continue to nurture our water's delicate ecosystems. HRSD's workforce of scientists, engineers, water quality professionals and other staff know they must be sensitive to the needs of people and also be sensitive to the plants and animals who rely on our ability to protect their habitats.
