Rebeca Merka's work experience includes various roles and positions in different organizations. Rebeca began their career at Gap Inc./Old Navy in 2004, where they worked as a Manager and Cash Handler, focusing on customer satisfaction and leading the department in new teaching tactics. Rebeca then moved on to Votorantim Asset Management and Demarest e Almeida Advogados in 2012, where they worked as a Law Intern, conducting research on compliance with the Foreign Corrupt Practices Act and Brazilian Antitrust law. In 2014, they worked as a Student Law Clerk for the Honorable Margret G. Robb at the Court of Appeals of Indiana. From 2014 to 2016, they worked at alliantgroup as an Associate and Senior Associate. In 2016, they joined EY, where they worked as a Staff and later as a Senior, specializing in entity compliance and governance, tax, and global compliance and reporting. Currently, they are employed at the Harris County Attorney's Office, where they have held various positions, including Assistant County Attorney and Internship Program Coordinator, Deputy Director, and Assistant County Attorney in the Compliance and Revenue Division.
Rebeca Merka attended The University of Texas at El Paso from 2006 to 2011, where they obtained a B.A. Cum Laude in American and English Literature & Political Science. Rebeca then attended Indiana University Maurer School of Law from 2011 to 2014, earning a Doctor of Law (J.D.) degree. In 2017, they obtained a License-State Bar of Texas from the Supreme Court of Texas.

Harris County Attorney's Office
The Harris County Attorney's Office represents the County, its departments, elected and appointed officials, and employees in all civil matters that involve county business. Our Office also represents the Harris County Hospital District, the Harris County Flood Control District, the Harris County Appraisal Review Board, and the Greater 911 Emergency Network, which are separate legal entities. Our Office represents the State of Texas in mental health commitments and children's protective services cases. We assist Harris County in administration of the guardianship program, which cares for elderly and disabled individuals who are unable to care for themselves. The Harris County Attorney's Office also provides a full spectrum of legal services such as state and federal civil litigation, drafting and negotiating contracts, conducting condemnation proceedings, issuing County Attorney Opinions, collecting monies owed to Harris County, and preparing documents for bond issues.
