Dylan Osborne is an experienced financial services administrator currently overseeing a six-person team and managing a budget of approximately $50 million at the Harris County Clerk's Office. With a diverse background, Dylan served as County Treasurer for Harris County, handling all deposits and disbursements, and previously worked as a City Council Liaison and Deputy Chief of Staff for the City of Houston. Dylan's early experience includes roles in the Administrative Office of City Council and as a Council Aide, coupled with a foundation in management from O'Reilly Auto Parts. Dylan holds a Master’s Degree in Public Administration and a Bachelor of Science in Social Sciences with a focus on History and Political Science from the University of Houston and the University of Houston-Downtown, respectively.

The Harris County Clerk’s Office records and maintains records for the Commissioners Court, Probate Court, and County Civil Courts at Law. We record vital documents such as property records, marriage licenses, assumed name certificates, birth and death certificates, miscellaneous personal records, DD-214 military discharge records, T.A.B.C applications, and more for the third-largest county in the United States. We offer many services online; however, some services may only be obtained in person at our downtown office or one of our 10 annexes. The County Clerk is no longer the Chief Election Official of Harris County due to the creation of the Elections Administrator’s Office, but continues to be involved in the election process as a member of the Harris County Elections Commission oversees voter accessibility, accuracy, and security.
