Lela Shepherd, ENV SP, serves as the Federal Projects Regulatory Compliance Coordinator at Harris County Flood Control District since January 2019, focusing on ecological assessments and permitting flood control projects in compliance with environmental regulations. Previous experience includes roles as Environmental Planner/Conservation Agent for the Town of Arlington, MA, and Regulatory Compliance Specialist at Mint Energy, where Lela ensured compliance with various regulatory and environmental programs. Earlier positions involved preparing environmental assessments for hydropower projects at Louis Berger and developing sustainability programs as an intern with Snohomish County. Lela holds a Master of Urban Planning degree with a concentration in Land Use and Environmental Planning from the University of Louisville and a Bachelor of Arts in German and International Development from DePaul University.
