S. Roberts Carter

Rob Carter is a partner with the law firm of Harris, Wiltshire & Grannis LLP, where he practices primarily in the area of telecommunications.

Mr. Carter advises technology companies, multichannel video providers, equipment manufacturers, and other clients and regularly represents their interests before the Federal Communications Commission and other regulatory agencies. He has experience with a broad range of telecommunications issues, including wireless spectrum policy, network management practices, E911, privacy and data security, accessibility requirements for individuals with disabilities, and regulation of interconnected VoIP and other IP-enabled services.

Mr. Carter joined the firm following a clerkship with the Hon. Joan B. Gottschall, U.S. District Judge for the Northern District of Illinois. He received his J.D., cum laude, from Northwestern University School of Law in 2002, and a B.A. in economics, cum laude, from James Madison University in 1997. Before becoming an attorney, Mr. Carter was an analyst with the strategy and technology consulting firm Booz Allen & Hamilton.
