Mark Billington

Mark Billington currently serves as the Director of Economy and Culture at Harrow Council since April 2021 and has held the position of Acting Corporate Director - Community. Mark has extensive experience in urban regeneration and community development, leading notable projects in Harrow, including the successful regeneration programme for Harrow Metropolitan Town Centre. Previously, Mark worked as Head of Enterprise and Cultural Services at the London Development Agency and as Head of Regeneration at the London Borough of Hammersmith and Fulham, where significant initiatives in health, education, and economic development were implemented. Mark has a background in training development management and has previously established a training and employment agency for disabled individuals. Mark holds a Bachelor of Arts degree from the University of Leeds.
