David O. Dobbs

David Dobbs is an accomplished professional in the field of data and analytics, currently serving as Vice President and Chief Data Officer at HMSA since January 2021, where responsibilities include leveraging data to enhance business strategy and health outcomes in Hawaii. Previously, David held key leadership positions such as Executive Director of Data and Analytics at UCSF Medical Center and Vice President of Health Informatics at SAIC, managing significant health care integration projects for various federal agencies. David’s extensive experience also includes roles at Leidos Health, Paragon Solutions, CheckFree Corporation, Andersen Business Consulting, and Deloitte Consulting, where expertise in project management, process transformation, and technology implementation was demonstrated. David holds a BBA in Information Systems from Georgia State University and has pursued further education at Georgia Institute of Technology, University of California, Berkeley, and University of Michigan - School of Information.
