H. Russell Frisby

Russell Frisby is an accomplished legal professional with extensive experience in regulatory and corporate matters within the communications, energy, and technology sectors. Currently serving as President of The HRF Group, LLC since January 2022, Russell Frisby previously held the position of Partner at Stinson LLP from July 2009 to January 2022, leading the Energy-Telecommunications Group. Previous partnerships include tenures at Fleischman and Harding (now Edwards Wildman), Kirkpatrick & Lockhart (now K&L Gates), and a significant role as President at Comptel from 1998 to 2005. Russell Frisby also contributed to public service as Chairman of the Maryland Public Service Commission from 1995 to 1998 and served as Chair of the Baltimore City Chamber of Commerce from 1993 to 1994. Russell Frisby earned a Law degree from Yale Law School and a BA in Political Science from Swarthmore College.
