Edward Woolley

Edward Woolley currently serves as Chief Economist and Head of the Economic and Social Analysis Team at the Health and Safety Executive, a position held since February 2022. Prior to this role, Woolley had extensive experience at the Department for Education from April 2016 to March 2022, where titles included Head of NSF Evaluation and Head of Social Mobility and Strategic Issues, focusing on departmental research priorities and social mobility. Earlier experience includes a position as Head of Innovation Analysis at the Department for Business, Innovation and Skills, where Woolley led significant investment appraisals and represented the UK on the OECD working party of technology and innovation policy. Additional roles spanned various departments, contributing to policies concerning families and education, with a foundation in econometric analysis initiated at The University of Sheffield with a Bachelor’s degree in Economics.
