Katie Martin serves as the President and CEO of the Health Care Cost Institute since July 2019, with prior roles including Chief Operating Officer and Senior Fellow. Previously, from June 2017 to June 2019, Katie held the position of Vice President for Health Policy and Programs at the National Partnership for Women & Families. At the U.S. Department of Health and Human Services, Katie served as Acting Assistant Secretary for Planning and Evaluation, overseeing a 150-person office responsible for policy analysis, and as Counselor to Secretary Sylvia Burwell, advising on significant health programs impacting over 100 million Americans. Earlier in career, Katie was the Health Insurance Data and Analysis Branch Chief at the Office of Management and Budget, where a new branch was established to focus on health reform. Katie’s experience also includes being a Senior Associate at AcademyHealth and a Research Assistant at UMBC. Educational qualifications include a Master’s in Public Administration from the Maxwell School at Syracuse University and a BA in Economics from Hobart and William Smith Colleges.

Health Care Cost Institute
HCCI’s mission is to promote independent research and analyses on the causes of rising U.S. health spending, to provide policymakers, consumers, and researchers with better, more transparent information on what is driving health care costs, and to help ensure that, over time, the nation is able to obtain a greater value from its health spending. Through HCCI, researchers have access to health care cost and utilization data that covers all ages and health issues, is national in nature, and includes previously inaccessible data on the private health insurance market. Researchers and policymakers are able to use the data to study the health care system, evaluate existing and new ways to contain costs, and assess quality.
