Bernabe A. Icaza

Bernabe A. Icaza serves as General Counsel for the Health Care District of Palm Beach County. He specializes in health law with more than 17 years of experience.

Previously, he served as Senior Counsel for Carlton Fields where he represented a variety of health care providers including health systems, hospitals, academic medical centers and physician group practices in mergers, acquisitions, divestitures, joint ventures and complex business transactions. He was also responsible for drafting contracts and providing counsel in issues including Stark law, anti-kickback statute, regulatory, HIPAA, EMTALA, medical staff, transactions, physician employment and contracting.

Prior to Carlton Fields, Icaza worked with UF Health Shands, Tenet Healthcare Corporation and Broward Health, among others.

Icaza is a Board Certified Specialist in Health Law and certified in Healthcare Compliance by HCCA. He graduated from the Saint Louis University School of Law and also holds a Bachelor of Arts in Economics, Political Science and Spanish and a Master of Arts in Economics from the same university.
