Carmen Mills is an accomplished compliance and risk management professional with extensive experience in healthcare settings. Currently serving as the Director of Compliance & Risk at Heartland Community Health Center in Lawrence, KS, Carmen Mills is responsible for defining and implementing the organization’s risk, compliance, and privacy programs while acting as the Privacy Officer. Previous roles include Compliance & Privacy Business Partner at Saint Luke's Health System, where strategic oversight of compliance programs was a key responsibility, and Vice President of Compliance at Sunflower Health Plan, managing regulatory compliance for Medicaid and healthcare marketplace operations. Carmen Mills has a strong foundation in developing policies, conducting training, and consulting on complex compliance issues, supported by dual Master's degrees in Sociology and a Bachelor's degree in Psychology from Christian Brothers University and The University of Memphis.
