Project Engineer at Herrera Environmental Consultants

Jess Brown is currently a Project Engineer at Herrera Environmental Consultants. Prior to this, they worked as a Water Quality Analyst/Strategic Planner at the Oregon Department of Environmental Quality from August 2010 to April 2011. In this role, they provided technical assistance and expert review of Clackamas County Water Environment Services' (WES) 10 to 20 year strategic planning process. This included working with WES senior management to incorporate State and Federal water quality requirements into WES' planning process, as well as providing expert guidance to WES leadership for meeting regulatory requirements in anticipation of future rulemaking. Jess also served as the liaison between DEQ and WES by facilitating meetings, conferences and negotiations; attending WES strategic planning and work-group meetings; and serving as DEQ's expert at public hearings and public information meetings dealing with permit actions for wastewater treatment, storm water management, and biosolids reuse. In addition, they provided verbal and written briefings to DEQ Managers on proposed strategic planning initiatives for WES environmental programs--both required and voluntary.

Jess Brown completed a Bachelor of Science in Range Management with a Soil Science Emphasis from Humboldt State University.
