Winifredo Alfelor

Winifredo Alfelor serves as the Director of Quality & ISO 9001 Mgmt Rep at Herzog since October 2008, overseeing quality strategy in conjunction with national construction operations. Previous roles include consultant at Herzog Contracting Corporation and Global CFC Quality Manager at NCR Corporation, where leadership in total quality management systems was provided. Other notable positions involve Project QA Manager at Washington Group International, leading quality assurance for significant rail projects, and Sigma Master Blackbelt/Senior Quality Engineer at Solectron Technology, utilizing 6-Sigma and TQM for various clients. Winifredo's extensive experience also encompasses roles at Raytheon, IMS Services, MIESCOR, Westinghouse Electric Company, and as a lecturer at Don Bosco Institute of Technology. Winifredo holds an MSc in Project Management from the National University of Singapore and a BS in Electrical Engineering from the University of the Philippines, among other qualifications.
