Board Member; Chair Of Audit Committee at Higher Education Quality Council of Ontario (HEQCO)

Deborah Dubenofsky, MPA, serves as a Board Member of OMERS, chairing the Corporate Governance Committee and participating in the Plan Design Committee since 2024. In addition, Deborah holds the position of Board Member and Chair of the Audit Committee at the Higher Education Quality Council of Ontario (HEQCO) since December 2021, contributing to the improvement of the post-secondary education system in Ontario. Previous experience includes being a Board Member at the Municipal Employer Pension Centre of Ontario (MEPCO) from 2021 to 2024, and Vice President of Finance & Administration at Wilfrid Laurier University from 2015 to 2019, where Deborah managed a $330M budget. Additional roles encompass Senior Vice President at McLaughlin Advisory Inc., National Chair of the Canadian Breast Cancer Foundation, City Manager/Chief Administrative Officer for the City of Brampton, and various positions within the Government of Ontario and The Association of Municipalities of Ontario (AMO). Deborah holds a Master of Public Administration from Queen's University and an Honours Bachelor of Arts in Sociology and Political Science from the University of Toronto.

Higher Education Quality Council of Ontario (HEQCO)

The Higher Education Quality Council of Ontario (HEQCO) is an agency of the Government of Ontario, established to contribute to the improvement of Ontario's postsecondary education system. HEQCO is mandated to conduct research, evaluate the postsecondary education system and provide policy recommendations to the Minister of Training, Colleges and Universities on improving system quality, access and accountability.
