Ted Chapman

Ted Chapman serves as the Managing Director at Hilltop Securities Inc., focusing on credit, research, and environmental, social, and governance (ESG) factors within the municipal marketplace since August 2021. Prior to this role, Ted accumulated over 20 years of experience as a municipal bond credit analyst at S&P Global Ratings, where contributions included serving as a subject matter expert and authoring credit rating criteria for municipal water utility revenue bonds. Ted also participated in the global team that formulated S&P's initial perspectives on sustainable finance. Earlier in Ted's career, a position as Budget Officer at El Paso Water Utilities Public Service Board involved oversight of operating and capital budgets amounting to $172.4 million and implementation of Oracle-based financial accounting software. Ted holds a Master of Public Administration from The University of Texas at El Paso and a Bachelor of Arts in Political Science from the University of Arizona.
