David Swainston

David Swainston serves as Finance Director within the Chief Digital & Information Officer's Group at HM Revenue & Customs since July 2021 and is currently the Deputy Programme Director for the Technology Sourcing Programme. Additionally, David holds the position of Head of Place for the North East at the Cabinet Office, starting in June 2024. Prior to these roles, David served as Director of Business Planning and Performance at Homes England on secondment from HMRC and held various positions at HMRC, including Deputy Director of Finance Planning & Performance. David's earlier career includes extensive experience at Procter & Gamble in multiple finance roles. David holds a Master of Science in Finance and Investment and a Bachelor of Arts in Business Management from Durham University, as well as a CIMA qualification from The Chartered Institute of Management Accountants, and is pursuing a Senior Leaders Scheme in Organizational Leadership at Hult Ashridge Executive Education.
