Joy Riley

Joy Riley, PE, PMP, CPM, DBIA, is a seasoned engineering project manager currently serving as a Senior Project Manager at HNTB since January 2023, specializing in the strategic direction of large-scale infrastructure programs. Previously, Joy held the position of Alternative Delivery Project Director at the SC Department of Transportation from September 2009 to January 2023, where responsibilities included directing the $7 billion I-526 Lowcountry Corridor Program and managing a multi-billion dollar program of infrastructure projects across several counties. Joy's extensive experience in environmental engineering includes roles as an Environmental Engineering Consultant at Shealy Consulting, LLC, and as a Principal and Owner of Shealy Engineering, as well as serving as a Senior Permitting Engineer at the SC Department of Health and Environmental Control. Joy earned a Bachelor’s degree in Engineering from Clemson University from 1993 to 1996.
