Jean Fleming

VP, Licensing, Regulatory & Probabilistic Safety Analysis at Holtec International

Jean Fleming is vice president of Licensing, Regulatory and Probabilistic Safety Analysis (PSA) for Holtec’s Corporate Engineering Division. In this role, Fleming leads the Regulatory, Licensing and PSA programs for Holtec Decommissioning International’s decommissioning fleet, SMR-160, and Holtec’s dry storage and transportation program. Fleming oversees each groups’ NRC licensing activities as well as federal, state and local regulations, standards and permits.

Fleming leads effective regulatory compliance through strategic decision-making, performance improvement, and lessons learned in the licensing and environmental areas.

Prior to joining Holtec, Fleming spent four years as the director of site regulatory compliance and licensing at PSEG Nuclear, LLC. Her responsibilities included oversight of regulatory compliance and licensing for Salem and Hope Creek Nuclear Generating Stations. In addition, Fleming held a Senior Reactor Operator license for Salem Units 1 and 2 from 2010-2017.

Fleming is a veteran of the U.S. Navy. She served as a Nuclear Surface Warfare Officer onboard the USS Harry S Truman (CVN-75).

Fleming earned a Bachelor of Science degree in Biomedical Engineering from Drexel University.
