Claire Dowan is an accomplished leader with extensive experience in the non-profit and public sectors. As the CEO of Homeless Oxfordshire since April 2016, Claire has driven initiatives to support vulnerable populations. Prior to this role, Claire served as Chief Executive at Basebase 33 for nearly seven years, where innovative programs were developed and implemented. Claire's career began with a focus on youth development as a Youth Participation & Development Officer at Cotswold District Council from September 2006 to August 2009. Claire holds a Master's degree in Community Education and Youth Work from De Montfort University, earned between 2005 and 2008.

Homeless Oxfordshire provides an open door for lives shaped by trauma and disadvantage, offering safety and stability when it's needed most. Our support helps people experiencing homelessness to rebuild their lives. We are Oxfordshire’s largest not-for-profit provider of accommodation for people experiencing homelessness, with projects across the county offering a range of housing to suit the different needs and stages of our residents’ experience of homelessness. Our residents are mothers, brothers, aunties, cousins. They are artists, cooks, teachers, veterans. Everyone’s route into homelessness is unique, usually with many different contributing factors. That’s why we treat every person’s case individually, ensuring they have access to the tailored support they need; whether that’s healthcare, support overcoming addiction, psychologically-informed therapy, or accessing the financial benefits they are entitled to. Our skilled and highly trained support workers, many of whom have lived experience of homelessness themselves, form trusting relationships with service users and walk alongside them every step of the way on their journey through homelessness, for as long as it takes.
