Paul Garcia

Paul Garcia is a Partner at Hooper, Lundy & Bookman, PC, specializing in reimbursement-related matters and disputes with government payors since June 2018. With extensive experience in Medicaid reimbursement and finance, as well as Medicare claims and overpayment disputes, Paul also addresses various laboratory reimbursement issues. Prior roles include serving as an Attorney on the Health Care Finance and Rates Team at the California Department of Health Care Services from December 2015 to May 2018, and as an Executive Fellow at Covered California, where Paul engaged in public policy and administration through the Capital Fellows Program from November 2014 to September 2015. Additionally, Paul gained experience as a Judicial Extern to the Honorable Kim McLane Wardlaw at the U.S. Court of Appeals for the Ninth Circuit in early 2013. Paul holds a Juris Doctor from USC Gould School of Law and a Bachelor of Arts in Political Science and Government from the University of San Diego.
