James Fleming

James Fleming is an experienced educational leader currently serving as the Vice President of Horizon Education at Progress Learning since March 2024. Since June 2019, James has been a self-employed consultant and strategist focused on scheduling, Multi-Tiered System of Supports (MTSS), and school improvement. Additionally, James has been with Illuminate Education, Inc. since January 2016, holding roles as an Illuminator for professional development and as the Executive Director of Professional Services. At Bellflower Unified School District, James has held the position of Director of Assessment, Accountability & Research since September 2001, overseeing various assessment, accountability, and data management initiatives. Prior experience includes site administrator and middle school science teacher roles. James held the position of Chief Learning Officer at Horizon Education from August 2019 to August 2024. James holds a Master of Science in Educational Leadership from California State University, Fullerton, earned between 2007 and 2009.
