William Looney

William Looney is an experienced technology leader with a strong background in enterprise architecture and application development. Currently serving as the Director of Enterprise Architecture at Horizon Blue Cross Blue Shield of NJ since June 2006, William has established an Enterprise Architecture Practice, developed a Service Oriented Architecture Framework, and focused on modernization and automation initiatives. Previous roles include Sr. Manager of Enabling Technologies at Tyco International and App Dev & Special Projects at epresence, where responsibilities encompassed leading application development teams and supporting business development initiatives. William's early career included positions as a Systems Architect at Molloy Group and an engineer at RCC Consultants. William holds a Bachelor of Science degree in Electrical Engineering from Northeastern University.
